PUBLIC INPUT REQUESTED SKATE PARK DESIGN
The City of Alamogordo will hold an open meeting on November 7, 2013 from 6:00 pm to 8:00 pm to obtain public input for the design of the new Skateboard Park. Attendees will have the opportunity to meet with Spohn Ranch’s skatepark designers. The meeting will be held at the Sgt. Willie Estrada Memorial Civic Center.

CDBG GRANT HEARINGS
The City of Alamogordo, New Mexico wishes to inform all interested parties that 2014 Community Development Block Grant hearings will be held:
The Community Development Block Grant (CDBG) Program was established under Title I of the Housing and Community Development Act of 1974, as amended, in order to assist communities in providing essential community facilities, providing decent housing for residents, promoting economic development and maintaining a suitable living environment. The State of New Mexico estimates the 2014 appropriation of $8,500,000 to be distributed statewide on a competitive basis.
State and national objectives of the CDBG Program require that assistance be made available for activities that address at least one of the following:
Applications are limited to a maximum of $500,000, except for planning applications which have a limit of $50,000. Eligible activities and categories will be described. All interested parties are invited to attend, to submit project ideas, to provide supporting data and testimony, and other pertinent information. With sufficient notice, a translator will be provided for non-English speaking residents. Those unable to attend the public hearings may send written comments to:

The City announces that we will be closing the East half of the Bark Park at Griggs Sports Complex for renovations to the lawn area and walking path construction beginning 8/15/2013. The area will be closed a minimum of 45 days to allow the new grass to establish. The West half of the Bark Park will remain open to the public throughout the project.

The City of Alamogordo Offices are currently transitioning from one email system to another. During the transition, we experienced a loss of information in which all emails and calendar appointments, both incoming and outgoing from July 19, 2013 to July 31, 2013 were permanently lost.
Currently, City Offices are operating without email and electronic appointment setting capabilities. We fully anticipate that the issues will be corrected and we will be restored to full operational ability by Friday, August 2, 2013. We ask that if you need to reach us, please do so via phone.

Fire Department Rescue Skills Training
The Alamogordo Fire Department will be conducting hands on Rescue Skills Training with the structures secured as part of the Pecan Realignment Project.
The City of Alamogordo has acquired three buildings: two (2) residential and one (1) commercial as part of the Pecan Realignment Project. This training will be carried out beginning 20th July- 4th August. The Alamogordo Fire Department will be using this opportunity to train its Firefighters in rescue equipment, apparatus and building structure awareness.
You will see simulated smoke, Fire Department Operations, and other skills performed. Please don't be alarmed at these sights. We want to assure the residence of Alamogordo that these trainings will be conducted with the utmost of safety and security to the community.

UPCOMING ROAD CLOSURE
On Monday, July 22, 2013, Pate Construction crews will close Cuba Avenue just north of First Street for construction of a new concrete box culvert under the roadway. The work in this area is anticipated to take approximately three (3) months and to be complete late October. Motorists are advised to use caution when traveling through this area and find an alternate route. A detour plan for Alamogordo High School staff, parents, students, and buses will be provided during school registration and a copy will be located on the City’s Website and Facebook Page.

Upcoming Events at the Library
The Friends of the Alamogordo Public Library are sponsoring a Chautauqua as part of the Adult Summer Reading Program, "Ground-Breaking Reads".
This special event will take place July 27th, at 2:00 p.m. at the Alamogordo Public Library in the Rhodes Room.
Ann Beyke (pronounced Bike-ee), an actor from Albuquerque, portrays Rachel Carson who was a marine biologist when few women dared even tread the water. Rachel Carson's lifelong love of nature and science led to research on how uncontrolled chemical use in our cities, towns and farming communities devastated wildlife and food sources. Silent Spring, her bestselling book on the topic, detailed this devastation and led to the eventual ban on the use of DDT in the United States. Carson’s work made environmentalism an integral part of our lives.
This program is made possible by the New Mexico Humanities Council, the New Mexico Department of Cultural Affairs and sponsored locally by the Friends of the Library.

Program Coming to the Library
Mr. Carl Schmitz, Visual Resources and Art Research Librarian of the Richard Diebenkorn Foundation will be at the Alamogordo Public Library to present:Modern Art New Mexico: Albuquerque in the '50s.
Inspired by a recent exhibit at Albuquerque's South Broadway Cultural Center, this presentation will share the story of artists who found their muse in New Mexico and for a time made it a center in the art world. Abstract art's development and critical reaction will be traced using visuals that range from newspaper articles to full-color images of artwork and video clips.

Streets crews will be working with the Engineering department digging test holes on 5 locations of Washington Av between 1st St and 10th St, and 6 locations on N. Florida Av between 10th St and 16th St tomorrow, June 25th through Thursday, June 27th. There will be lane closures, traffic delays, and partial road closures to those locations on those days. CITY ANNOUNCES FAIRGROUNDS ROAD OPEN
Beginning at Noon TODAY, Fairgrounds road will be open and run from Scenic to White Sands. We are excited that the completion of this road will allow for additional access to area parks, businesses and also Gerald Champion Regional Medical Center.
Additionally, the thoroughfare will create more convenient routes of travel for many drivers. Thank you for your patience during this project and drive safe.

The Utility Maintenance crew are working on a water break in this area. They will have water off to residents between 5th and 6th st on Delaware ave. We do not have an ETA as to when the work will be complete. I will send updates as I receive them.

City announces Speed Limit Decrease and traffic Pattern Change on Arapaho. Crews will be installing Speed Limit signs on both ends of Arapaho today. The temporary speed will be reduced to 15MPH. In addition, crews will also be installing 2 Right Turn Only symbols on Arapaho where it intersects with 1st Street. One symbol will be placed just before the curve (N.E. bound) and one will be placed in the 1st Street median facing Arapaho. At the termination of the Florida Construction project the Speed Limit will be changed to 25MPH, and the Right Turn Only Symbols will be removed

PHASE I COMPLETE
The City of Alamogordo is proud to announce the completion of Phase I of the Westside Infrastructure Improvements Project. Phase I is an integral component to the overall long-term City’s 40 Year Water Master Plan initiative of constructing a 6.0 MGD (Million Gallons per Day) desalination water treatment plant.
Phase I, which consisted of having placed a 24 inch water pipeline that stretches from the Westside Booster Station to the Luz Gate Road, will connect to an initial 1.8 MGD Mobile Desalination Facility and the Snake Tank Well Field. The mobile desalination facility will treat brackish water through a concentrated, pressure induced filtration and reverse osmosis membrane brine system, producing fresh potable water.
Phase II of the Westside Infrastructure Project, will complete the pipeline from the Westside Booster Station to the initial 1.8 MGD Mobile Desalination Facility. Phase III will complete the pipelines in the Snake Tank Well Field.
Phase I of the Westside Infrastructure Improvements Project has been possible thanks to the New Mexico Finance Authority Drinking Water Revolving (EPA) Loan Fund. The City of Alamogordo initially requested a 23 year loan in the amount of $6,565,000 at a 2% interest. However, the City is proud to announce that it only spent $4.7+ million, leaving a savings of $1.8+ million for this loan project.

Earth Day Festival
The Alameda Park Zoo will host the 19th Annual Earth Day Fair on April the 27th from 9:00 am to 4:00 pm. More than 80 different organizations will be participating in this year’s event. There will be appearances from Smokey the Bear, Woodsy the Owl, and a number of different local entertainers. Information on local and global environmental subjects will be available and several organizations will be providing children’s activities and games. The local Science Fair Winners from Otero County public schools will have their projects on display. Health care organizations will be providing information and activities. As always, we will release hundreds of Butterfly’s into the zoo’s Butterfly Garden. Admission is free and there will be food and drinks for sale from local non-profit organizations.

UPDATE: The evacuation has been lifted. All residents, including those individuals residing in the Apartments at 1416 Cuba are allowed to return to their homes.
While all residents are now allowed to return home, 15th Street between Oregon and Cuba will remain closed until Friday, March 1st.

Holiday Decorations to be Cleared at the Cemetery
February is here! As posted at the entrance to Monte Vista Cemetery “All holiday arrangements will be removed by Febuary 1st”. Therefore, as of today, Christmas or New Year decorations will be picked up by cemetery staff. The decorations will be stored near the cemetery building for two weeks giving the public opportunity to retrieve them. Afterward the decorations will be disposed of. Cemetery staff will be available for questions or concerns on this matter and can be reached at 575-439-4350.

Mainstreet USA Public Information Session - One Week from Today
The City of Alamogordo is exploring the possibility of taking part in the Main Street USA program. This program creates a public/private partnership to assist local merchants and property owners in a specified, limited geographic area in renovating and revitalizing a business district. The partnership is one in which the private sector takes the lead, with the support and technical assistance of the local government and the Main Street New Mexico program.
Representatives from the New Mexico Department of ...Economic Development (which operates the program in New Mexico) will be holding a public information session to explain the benefits and costs of this program.
All members of the public and the City's business community are encouraged to attend the meeting. There will be a presentation on the structure of the program, and an opportunity to ask questions and/or raise issues that need to be addressed if this program goes forward.
We particularly encourage merchants or property owners in the historic downtown of Alamogordo (8th to 12th Streets, White Sands to Indiana/Maryland Aves.) to attend.

AARP free tax preparation
Beginning Monday, February 4. and running through April 15, 2013, the Civic Center will once again host the AARP Free Tax Preparation. Services will be offered Mondays, Wednesdays and Fridays from 9 a.m. to 4 p.m. This service is open to any individual, not just seniors (no businesses please). There are no reservations taken, so be prepared to wait.

Low Water Pressure
Residents in parts of Alamogordo will notice lower water pressure due to a recent correction in various water pressure zones. Affected areas include Ironwood Dr, Fernwood Ave, Rosewood Ave, Driftwood Ave, Mosswood Dr, Teakwood Dr, Greasewood Dr and Basswood Dr .

Crosswalk Clean Up Complete!
Thank you to our citizens who participated in the January Fireside Chat! One of the items brought to our attention was the need to clean up the crosswalks on 10th Street. Our Street Crews quickly went to work on the crosswalks, making them more visible and removing them where necessary. PSA - Building Demolition and Road Closures
Beginning tomorrow, Wednesday January 16, 2013 through Friday, January 18, 2013, City Crews will be working to demolish structures at 1405 Indian Wells. In conjunction with the demolition, some traffic will be diverted, including closures and detours. The following intersections will be effected:

City Manager Announces New Public Safety Director
Please join the City of Alamogordo in welcoming our new Director of Public Safety, Mr. Robert “Bobby” Duncan.
Mr. Duncan comes to us from the State of New Mexico Department of Public Safety/NMSP. Among Mr. Duncan’s many achievements, he received his Associates Degree from NMSU-Las Cruces, as well as a Bachelors Degree in Education from Southern Illinois and finally a Masters Degree in Public Administration from the University of New Mexico. While attending the FBI National Academy, Mr. Duncan received the “Excellence in Leadership Award”. Mr. Duncan served in the U.S. Army and was stationed at White Sands Missile Range for 5 years.Mr. Duncan has been married to his wife, Mary Jane for 25 years and is a father to two children, Valerie and Flavio.We believe that Mr. Duncan will make a valuable addition to our Department as well as our City and we look forward to moving forward in what we know will be a positive direction.

During the City Commission's regularly scheduled meeting last night, Commissioners voted unanimously to appoint Mr. James Talbert the newest Commissioner to represent District 6. Within minutes of him being appointed, Mr. Talbert was seated at the dais and sworn in and ready to conduct business. We are excited to welcome Mr. Talbert and look forward to working with him. The City intends to revise the flood hazards on Flood Insurance Rate Map (FIRM) panels 0939D and 0943D affected by the South Diversion Channel out of
Flow Path 6 from the confluence with Flow Path 7 to approximately 50 feet downstream of Marble Canyon Road
Flow Path 7 from the confluence with Flow Path 5 to the mouth of Marble Canyon Road
Flow Path 8 from the confluence with Flow Path 5 to approximately 1,880 feet upstream of Scenic Drive
Flow Path 15 from the confluence with Flow Path 8 to approximately 1,300 feet upstream of Scenic Drive
Flow Path 26 from the confluence with Flow Path 5 to the divergence from Flow Path 6
Flow Path 27 from approximately 280 feet downstream of Sunbeam Avenue to approximately the mouth of Marble Canyon
Flow Path 28 from the confluence with the South Diversion Channel to approximately 2,000 feet upstream of Scenic Drive
The South Diversion Channel from the Washington Detention Basin to approximately the mouth of the Marble Canyon
As a result of the revision, the 1% annual chance water-surface elevations shall increase and decrease and/or the 1% annual chance floodplain shall widen and narrow with the area of the revision. Maps of the revision area are provided under Flood Information.
