The HIBAC Programs’ outreach efforts target rural, isolated and economically needy seniors. The outreach efforts provide information on changes in programs such as Medicare, Medicaid and Social Security.

Outreach efforts have focused on the Qualified Medicare Beneficiary and Specified Low-Income Beneficiary Programs (QMB/SLMB). New Mexico has one of the highest percentages of people living in poverty. Therefore, it is important to continue to increase enrollment in the QMB/SLMB programs. The cost savings realized by low-income seniors who enroll in these programs are very significant.

HIBAC staff and counselors make group presentations at senior programs, senior housing complexes and mealsites to inform seniors of the availability of the QMB/SLMB programs. Following these presentations, HIBAC staff and counselors are available to screen persons potentially eligible for the QMB/SLMB programs, and to refer them to the Medicaid agency for actual enrollment. The HIBAC program also helps seniors complete application forms and schedule appointments. Transportation is provided when necessary. Counselors may accompany the client to application interviews to assist with language translation and other clarification. HIBAC counselors and staff follow-up to determine the status of the client’s application. The QMB/SLMB program outreach efforts target isolated rural communities and include bilingual efforts.
